S. Toraighyrov Pavlodar State University (PSU) is one of the largest universities in Kazakhstan. PSU is an educational, scientific and cultural center recognized at the regional and national levels.

S. Toraighyrov Pavlodar State University was established in May of 1996 on the basis of the Industrial Institute established in 1960 based on the Resolution of the Council of USSR Ministers of September 20, 1960. The institute was located in two residential buildings and 10 single-storey barracks of the 24th Military School. There were 3 faculties (Mechanical Engineering, Civil Engineering and Energy Engineering) and 400 students. The courses were taught by 16 teachers and only one of them had the title of Associate Professor.

Pavlodar State University named after Sultanmakhmut Toraighyrov is an institution of higher education with a great and glorious history: for more than half a century, it has been training highly-qualified specialists working all over the country. Nowadays, PSU is a multi-functional innovative university, the leading university of the region, the largest research center, widely known for its innovations and achievements in the Republic of Kazakhstan and beyond.

S. Toraighyrov PSU is an undisputed leader among educational institutions of the Pavlodar region not only because of the number of students, but also for the quality of educational services. The University trains specialists in different areas, it has 66 Bachelor's degree programs, 46 Master's degree programs, and 4 Doctoral programs. The courses are taught in the state and Russian languages by 567 lecturers, including 47 Doctors of Sciences, Professors, and 227 Candidates of Sciences, Associate Professors. The scientific and research work of the University is carried out at 41 departments and 13 research centers, Yertis Scientific and Technological Park, Regional Center for Innovations and Technology Transfer, and Student Research Center.

S. Toraighyrov Pavlodar State University achieved international recognition in the process of integration into the world educational space, it is a full member of the European educational process. PSU was awarded the European Quality prize at the Oxford Summit of Leaders in the Field of Business, Science and Arts.

According to the annual general ranking, S.Toraighyrov PSU is among top five best multidisciplinary universities of Kazakhstan.

S. Toraighyrov Pavlodar State University is a member of the Bologna Charter of Classical Universities of the World, a member of the International Association for the Exchange of Student Internships LAESTE, Siberian Open University Association, Association of Universities of Kazakhstan and Shanghai Cooperation Organization.

In 2011 and 2012, PSU successfully passed the International Accreditation of Educational Programs: the work of the University received a high grade from the International Accreditation Agency (ACQUIN) (Germany) and the Agency for Higher Education Quality Assurance and Career Development (AKKORK) (Russia).

The main areas of the research work carried out at S. Toraighyrov PSU are energy and energy-saving technologies, construction, mechanical engineering, pedagogy and psychology, environmental monitoring, environmental protection, irrational use of natural resources, the economic problems of the region, sociolinguistic and linguoculturological studies of the problems of higher education and specialists training.
