Head of the Personnel Management Department - Anara Yeskenovna Zhakisheva


Personnel Management Department was formed simultaneously with the university itself.

  1. Formation of personnel policy in the university;
  2. Determination of the university’s organization and staff;
  3. Staff selection and placing;
  4. Determination of the university personnel’s source provision and analysis of labour marketing;
  5. Personnel registration.

In accordance with the basic aims staff and personnel special work office carries out the following functions:

  1. Forms and runs the data bank of quantitative and qualitative personnel staff, their development and movement.
  2. Together with the heads of other university structural subdivisions carries out staff selection and placing according to labour laws.
  3. Organizes and carries out working up of standard documents, methodical and instructional materials on personnel work improvement.
  4. Make suggestions on introduction of the university structural subdivisions’ interaction effective forms including suggestions on improvement of the university organization and regular schedule.
  5. Makes enrollment, shift and discharge draft orders of all categories staff members being a part of the Rector’s nomenclature.
  6. Draws up individual labour contracts and work-books.
  7. Runs staff personal files, makes necessary notes into personnel registration cards; provides their proper calculation and keeping.
  8. Organizes arrangements on preparation of competitive documentation to fill vacant positions of scientific-pedagogical staff.
  9. Organizes the work of competitive commission on applicant selection to fill vacant positions of the professorial-teaching staff.
  10. Organizes the work of staff attestation commission.
  11. Organizes the work of work experience calculation commission according to the diploma.
  12. Controls and registrates professional.
  13. Holds personal and statistical registrations of professional development improvement.
  14. Prepares and makes analytical notes of personnel work condition, labour discipline and measures on their improvement.
  15. Prepares references and other documents concerning the teaching staff activities at the university.
  16. Annually works out a leave schedule and controls grant of annually paid leaves for the university teaching staff.
  17. Official registration of annual leaves according to the confirmed schedules.
  18. Carries out control of executive and labour discipline within its competence.
  19. Provides safety and consignation of documents confirming the teaching staff activities to the university archives according to a set form.
  20. Carries out other functions entrusted by the Rector’s orders.
