The Scientific Library of S. Toraighyrov Pavlodar State University is one of the largest libraries in Kazakhstan. The library holdings on January 1, 2017, amount to 915675 copies of documents, including over 4,000 documents on electronic media. Every year the library receives over 20,000 new publications, both printed and electronic ones, as well as 250 journals and newspapers from Kazakhstan, Russia and other CIS countries. The library has nearly 5,793 users. They have over 296,729 materials to work with.

The structure of the Library includes 3 divisions. It has 2 book delivery desks, 8 reading rooms, including 2 rooms of electronic resources, a media library, the scientific and bibliographic room, an automated catalogues room, and a rare books section.

The library resources include dissertations and abstracts, works by prominent scholars from Kazakhstan and CIS, proceedings of conferences, reports on research activities, design and development work, etc. There is a collection of original foreign literature acquired by the University and received as a gift from public organizations. There is a 22-volume encyclopedia “World Book”, a 250-book collection of world's finest literary works “The Millenium”, Nobel Lectures in 60 volumes, etc. The Library is especially proud of its collection of rare books, which has documents dated 18th, 19th and early 20th centuries, such as Svyatoslav's Collection (1703), The Descent of Man by Charles Darwin (1872), Poems by A.N. Plescheyev (1894), Dal's Explanatory Dictionary (1914), Technical Encyclopedia in 26 volumes (1927-1934). Total number of rare books kept in the Library is over 1,500. There is a special reference index called “The Rare Books Collection”.

The reference and search tools used in the Library allow to carry out multidimensional search and includes both traditional and electronic elements: catalogs and bibliographic databases (Books, Articles, and Dissertations). The full-text databases (FTB) contain information about the region, University, S. Toraighyrov, Academician S. Beisembayev, works by PSU members, and rare books. The Library's own FTB is supplemented by such nation-wide resources as “Law” and “Kazpatent”. The work on updating the Student Electronic Library information retrieval system is carried out on a constant basis.

In order to inform all University members about new books, the Library holds monthly virtual preview of new books, publishes the New Books bulletin, compiles signal information (“Your Professional Reading”) that includes the contents of new journals and is posted on the University website in the Scientific Library section. The Library also publishes a reference index “Yearbook of PSU SL Resources” which accumulates information from bulletins on new arrivals throughout the year. This reference index is distributed electronically.

Compilation of bibliographies and reference lists has a special place in the information and bibliographic activities. Bibliographical indexes include “PSU Scholars”, “Literature and Art of Pavlodar Region”, and “Thinkers of the Past”. There are also bibliographical indexes in regional history, e.g. “Science Leaders in Kazakhstan”, “Pavel Vasilyev”, “Library Science in Pavlodar Region”; the bibliographic list “Library Science: Theory and Practice” is published periodically. There are also supplementary indexes for multi-volume proceedings of research conferences held by PSU (Satpayev Conference, Yerzhanov Conference, Toraighyrov Conference, and Pedagogical Conference). Supplementary indexes were created for a more efficient search of materials included in multi-volume editions. The Content Index of the PSU Bulletin Journal was developed for the same purpose.

The Scientific Library named after S. Beisembayev is the regional methodological center for the libraries of universities and colleges in the region; it conducts methodological, organizational and coordinating activities working with subordinate libraries. The Scientific Library is a member of the Association of University Libraries of the Republic of Kazakhstan.
