The history of the establishment

The history of the establishment of the Department of Reserve-Officer Training of S. Toraighyrov Pavlodar State University dates back to the far 60s. So, in 1960, the Pavlodar Industrial Institute was formed to expand training programs within higher technical education in the Kazakh SSR in accordance with the Decrees of the Council of Ministers of the USSR dated September 20, 1960 No. 1009 and the Council of Ministers of the Kazakh SSR dated October 25, 1960 No. 928. 

As authorized under the same Orders, the newly formed Pavlodar industrial institute was located at buildings and facilities owned by the 24th Military Aviation School for the initial training of pilots.

In 1962, in accordance with the Order of the Minister of Defense of the USSR No. 253 dated October 20, 1961, a department of reserve-officer training was established at the premises of the Pavlodar Industrial Institute in order to provide training and create a mobilization reserve for military specialists.

Education

In 2003 Nurzhan Sanzharovich graduated from the B. Momyshuly Almaty Republican Military School.

In 2008 he graduated from the Military Engineering Institute of Radioelectronics and Communications of the Ministry of Defense of the Republic of Kazakhstan having earned an academic degree in Radioengineering for the units of anti-aircraft missile troops.

In 2009 he completed professional development courses delivered by the Military Academy of the Republic of Belarus, Minsk.

In 2016 he earned his master’s degree from the M. Tynyshpayev Kazakh Academy of Transport and Communications.

The Department of Reserve-Officer Training of S. Toraighyrov Pavlodar State University (hereinafter – the Department of Reserve-Officer Training) carries out military training activity on the reserve-officer preparation program in military occupational specialties in order to develop military reserves of the Republic of Kazakhstan. 

At the present time the Department provides training of specialists for the Armed Forces of the Republic of Kazakhstan in the following military occupational specialties (MOS):

- Cyber Security;

- Organization of Ideological Activity;

- Organization of Special Propaganda;

- Organization of Military Communications and Traffic.

The military training is provided on a free of charge and fee-paying basis. 

The training program is designed as a self-contained course of study. The full course includes theoretical and practical parts and a training period. 

The enrolment is carried out in accordance with the plan approved by the Ministry of Defense of the Republic of Kazakhstan. 

In accordance with the plan of enrollment, the students of other HEIs, having no reserve-officer training departments, are also eligible to enroll in the programs. 

Students are eligible to enroll in the programs offered by the Department, if only they satisfy the following requirements: applicants must be 1-2-year full-time students, Kazakhstan citizens, not older than 25 years old at the moment of enrolment. Female students may take part in the competition in the military occupational specializations stipulated by the Ministry of Defense of the Republic of Kazakhstan. 

Selection is carried out on the basis of the results of: 

1) Medical examination;

2) Physical fitness examination;

3) Mental examination;

4) A GPA (grade point average) determined at the end of the academic year.

Students are enrolled in the Department in accordance with the Order of the University’s Rector by virtue of the protocol of the admissions committee. 

Students enrolled in a military training program are divided into training platoons. The personnel of training platoons and their commanders are appointed by the Order of Head of the Department from among students. 

Students, who successfully complete military training and pass final examinations, are commissioned as reserve lieutenant and are given a military registration card at the end of their undergraduate core studies.
