Zhanarsyn Zhumatovna Kapenova is the head of the Multilingual Education Center. She is also an Associate Professor of the department of Russian Philology, Candidate of Pedagogic Sciences in 130002 Theory and Methods of Training and Education (the Russian Language in Primary, Secondary and Higher Education).

History of the Center

The Multilingual Education Center (hereinafter referred to as MEC) is a structural unit of S. Toraighyrov Pavlodar State University (hereinafter referred to as S. Toraighyrov PSU), which was established in 2007 to encourage linguistic training of the staff and promote effective methods of teaching the Kazakh and foreign languages.

In June, 2015 Educational, Scientific and Practical Center for Intensive Study of the Kazakh Language and Multilingual Education was renamed to Multilingual Education Center.

The regulatory framework of MEC:

- The Constitution of the Republic of Kazakhstan;

- Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan" dated July 11, 1997;

- Kazakhstan-2030 Strategy;

- Strategic Development Plan of the Republic of Kazakhstan till 2020, approved by the Decree of the President of the Republic of Kazakhstan No. 922 dated February 1, 2010;

- State Program for Language Development and Functioning in the Republic of Kazakhstan for 2011-2020;

- The Trinity of Languages cultural program;

- Concept of Multilingual Education Development in the Republic of Kazakhstan;

- Program of Multilingual Education Introduction at S. Toraighyrov PSU for 2015-2020.

The scientific, practical and methodological framework of the Center

- Activities of the Center are determined by the Mission of S. Toraighyrov PSU, the Program for Multilingual Education Introduction at S. Toraighyrov PSU for 2015-2020.

- The staff of the Center consists of full-time academic staff members of the University, namely, the Department of Kazakh Philology (Head of the Department is N.K. Zhusip), Department of the Kazakh Language (Head of the Department is A.F. Zeynullina), Department of Foreign Languages (Head of the Department is B.K. Zhumabekova), Department of Foreign Philology and Translation Studies (Head of the Department is G.Kh. Demessinova), Department of Pedagogy and Psychology (Head of the Department is E. I. Burdina).

The Center’s Development Concept is focused on the creation of additional optimal conditions for training multilingual specialists in engineering, science and humanities at the university.

The objective of MEC is development of multilingual education at S. Toraighyrov PSU through educational, organizational, scientific, research, innovative and linguo-didactic support in training multilingual specialists.

Tasks:

- ensuring continuity of undergraduate and postgraduate multilingual education for students majoring in engineering, science, and humanities;

- organization of additional types of training of the Kazakh and foreign languages on a contractual basis (from 4 to 12 credits) in compliance with European Leveled System А1-А2, В1-В2, С1-С2;

- organization of intensive training of the state language based on the Kaztest, a foreign language based on IELTS, TOEFL, ITP/PBT, IBT (English), TestDаF (German), psychology based on psychological diagnostics testing on a contractual basis (from 4 to 9 credits);

- performing scientific-research and innovative work in the field of multilingual education of the northern region;

- conducting monitoring of the level of Kazakh, Russian, English proficiency of the academic staff members, employees, students of the University in the framework of State Program for Language Development and Functioning in the Republic of Kazakhstan for 2011-2020;

- coordination of activity of the Center on preparing multilingual students volunteers for participation in EXPO-2017, Astana.

Areas of activity of MEC:

- educational;

- scientific-research and innovative;

- linguo-didactic;

- work on the implementation of multilingual education through cooperation with universities.

The educational activities carried out by the Center consist in organizing and conducting additional types of training in the Kazakh, Russian and foreign languages for postgraduate students taking into account students’ current level of language proficiency. These activities are aimed at preparing future specialists for working in the conditions of polylinguism, participating in scientific events abroad (conferences, workshops, internships, etc.), as well as various international programs (Bolashak, TEMPUS, Erasmus+, Marie Sklodowska-Curie, Jean Monnet, etc.).

The scientific-research and innovative activities of the Center are aimed at carrying out research, developing innovative techniques for multilingual training of specialists.

The linguo-didactic activities imply the development and publication of additional scientific and educational literature devoted to multilingual education of specialists in different areas.

The work on the implementation of multilingual education through cooperation with universities is focused on expanding cooperation, enriching the experience of language learning, encouraging students to participate in scientific events, share the experiences of multilingual education in their HEIs.

 

Main principles of the activities carried out by the Center

Considering multilingual education as a necessary part of professional competence, the Center bases its activities on the following principles:

- the principle of compliance of multilingual education with the state, European, and world standards;

- the principle of profession-oriented teaching of the Kazakh, Russian and foreign languages;

- the principle of interdisciplinarity in training specialists with multilingual education;

- the principle of teaching languages taking into account the linguistic, cultural and national features.

The principle of compliance of multilingual education with the state, European, and world standards implies appropriate educational technology and methodology of language teaching, meeting the requirements for basic competencies in the field of higher and postgraduate education.

According to the standards, it is planned to introduce:

1) A leveled system of teaching the Kazakh, Russian and foreign languages developed by SES RK;

2) A system of teaching the Kazakh language based on the Kaztest program;

3) A leveled system of teaching foreign languages based on:

- European standards (Levels A1-A2, B1-B2, C1-C2);

- international standards - IELTS and TOEFL (English), TestDaF (German).

The principle of profession-oriented teaching manifests itself in meeting the needs of students in mastering the Kazakh, Russian and foreign languages from the perspective of their future careers for the formation of the field-specific and language competences.

The principle of interdisciplinarity consists in coordination of language and special disciplines in engineering, science and humanities for training multilingual specialists.

The principle of teaching languages taking into account the linguistic, cultural and national features implies inclusion of ethno-linguistic and ethno-cultural components in the content of multilingual education for the formation of social and intercultural competence of students.

The multilingual educational policy of the Center is based on the principles that can serve as a scientific complement and solution to the problem of ensuring high quality of multilingual education of a future specialist.

The Center carries out a continuous monitoring of the quality of multilingual education in the process of organization of teaching the Kazakh, Russian and foreign languages.

The system of language training is based on the existing standards adopted in foreign universities and forms of control of educational achievements developed by S. Toraighyrov PSU.

Achievement of levels А1-А2, В1-В2 in accordance with the European system, preparation for international exams (IELTS, TOEFL, TestDaF) help students master a foreign language at a level sufficient for adaptation and learning in foreign universities.

The following indicators can be used for evaluation of competences (field-specific, language, social and cross-cultural):

- skills of listening, speaking, reading, and writing using 3 or more languages;

- readiness to talk about the culture, history, politics, and economics taking into account the peculiarities of a specific language;

- ability to carry out professional communication in the Kazakh, Russian and foreign languages.

Expected results:

- improvement of the multilingual education quality and creation of multilingual environment through expanding academic forms of teaching the Kazakh, Russian and foreign languages;

- participation of students and academic staff members in various international programs, such as Bolashak, TEMPUS, Erasmus+, Marie Sklodowska-Curie, Jean Monnet, etc;

- participation in national and international research conferences held in the Kazakh, Russian and foreign languages;

- publication of research results in national and international research journals with an impact factor.
